Why I’m Running for Wilmington City Council

My name is Richard Collier, and I’m running for Wilmington City Council.

 

Wilmington is at a crossroads. Our city is growing quickly, but our infrastructure, public safety, and environmental policies haven’t kept pace. I believe we need leaders who understand how to manage that growth responsibly—leaders who will make sure Wilmington stays a great place to live, work, and raise a family.

 

I was born and raised on a farm just outside of Fayetteville. Growing up, I learned the value of hard work, responsibility, and community. After attending NC State University and 10 years in Raleigh, I moved to Wilmington with my wife Wendy in 1997. We raised our two children here and are now proud grandparents.

 

Over the past few decades, I’ve worked on infrastructure projects across North Carolina—including local developments like Mayfaire and RiverLights. Engineering isn’t just my profession—it’s how I solve problems and strengthen communities. I believe that experience gives me a unique perspective on the challenges Wilmington faces and the solutions we need to get things done.

 

My campaign is focused on four core priorities:

  • Infrastructure – Building a Stronger Wilmington: We need to modernize our roads, reduce traffic congestion, protect water quality, and expand sidewalks, bike paths, and public transportation options.
  • Environment – Protecting What Makes Wilmington Beautiful: I’ll fight to protect our wetlands, floodplains, waterways, and tree canopy while supporting responsible growth that preserves our city’s natural beauty.
  • Public Safety – A Community Where Everyone Feels Safe: I’ll support our first responders, strengthen neighborhood partnerships, and invest in youth programs that help prevent crime before it starts.
  • Long-Term Planning – Thinking Ahead for the Next Generation: I’ll bring a strategic, forward-thinking approach to city government, ensuring Wilmington’s decisions today make us stronger and more resilient tomorrow.

 

I’m not a career politician—I’m a problem-solver. I see challenges not as obstacles, but as opportunities to find smart, cost-effective solutions that work in the real world.
